Hm, I'm not sure if it's possible to have a red tabby without white to have heterochromia and a blue eye, but I'll do the genetics assuming that he doesn't have white anyway, if that's alright? ^^ The only cat breed I know of that can have blue eyes without white is Ojos Azules, and I'm not sure if heterochromia occurs there.
