You mean in the pseudoclan ideas board?
Yes. You'd just post with the info about your character and then wait for somebody to approve you, unless it's an in-character join, in which case you just join the joining thread.

...Does it say whether or not they're in-character join? ^^;

(I'm gonna post 'cause I think I'm allowed to XD)
A light-brown tabby tom suddenly bounded into the apprentice's den, his eyes gleaming happily. "Hi! I'm your new nest-mate. Isn't it great?" he announced, his tail idly flicking from one side to the next behind him as he looked between the other cats in the den. He leapt back as his gaze fell upon Aspenpaw, his eyes wide and fur bristling in surprise.
