Because the Warrior Cat Series is set in North America/Europe. :)

There's not set way to become to staff. Upper staff usually look for people who are active, helpful, friendly, and an literate roleplayer. Although being all those things won't automatically get you a staff positions. Keep in mind though, that staff is hard work. You have to give up some of your roleplaying time to help out around the community.
Just keep roleplaying and having fun and you'll do fine. :)

Hello! The bio is coming along nicely, however I still see some problems.

    >>You have some choppy sentences. Try adding more details like figurative language, combing them with other sentences, adding more adjectives/details, etc.

    >>It's Firemoth, not FireMoth.

    >>You have some capitalization errors. Only the first letter of each sentence and names should be capitalized.

    >>She must have an alliance. If she is not part of a clan, then she would be loner/rogue.

    Bump when done! :)

Paranormalpaw's maw dropped wide open. "W-W-Wooolfsm-smoke?" he gasped, choking out the words. Was it truly him? The cat who had been the a second father? The cat who had never been his mentor, but had promoted him? Para hadn't seen him in ages? Even with all his self-control, the young tom burst out crying. "Wolfs-smoke I missed you."

For a moment, all Paranormalpaw could do was stop and stare in pity at Snarltooth. He'd never dealt with an injury this severe and it scared him probably as much as the patient. "It's time to change the dressing," the young tom announced to Snarltooth. "Here, first take these poppyseeds." Paranormalpaw lifted up the seeds to the older tom's face, waiting for him to lap the seeds up.

He sure hoped he was doing it right. Seeing a cat in this much pain was unbearable. Paranormalpaw grabbed the herbs he would need to change the dressings: horsetail, marigold, reed, dock, nettle leaves, lavender, and cobwebs. He first chewed up the horsetail and marigold into a poultice, spatting it onto the ground. "Just tell me if this hurts to much and we can take a break." He picked up the dock leaf, gingerly rubbing of the stale poultice and replacing it with the new herbs. Those would help with the infections. He then held up the crushed lavender to Snarltooth's face to lick up. "This will help with soothing your anxiety, and help to keep you out of shock." Making another poultice of nettle leaves, he gently patted it down. That would help with his swelling joints.

After all the herbs were down, he gently applied the cobwebs to hold it down and gently wrapped the reed around his broken legs to hold them in place. "Are you okay? Hungry? Thirsty? DO you want anyone to come see you?"

Paranormalpaw hurried forward, with the herbs he needed to treat the warrior. "Here eat these," he instructed, pushing forward five poppseeds for the pain. He came closer, gently inspecting her eyes. "What did this to you? Was it an animal or another cat?"

Paranormalpaw hurried over, gently inspecting the wound. "Oh my," he whispered hurrying back to the herb storage. The medicine cat apprentice pulled out some horsetail, chervil leaves, poppyseeds, and a wad of cobwebs. He approached the tom again, gently applying the chewed up herbs. "Eat the poppyseeds. The horsetail and chervil will help with the infection. Now hold still while a apply the cobwebs." He gently padded down the cobwebs around the wound and on top of it to staunch the bleeding.
