In the year 2020 a power-crazed government seeks to control the massive over population problem, the only dilemma is how to do it without alerting the masses and causing catastrophic hysteria. After many weeks of deliberation in secret meetings, a whole range of options where discusses from releasing a contagion, to military action followed by a massive cover-up operation, even to the legalization of the most potent of drugs. In the end, they determined that the best course of action would be to use the assets that they already possessed.
The government, under the cover of “a medical rehabilitation for the criminally insane” or MRCI. Many of the guards have ironically nicknamed this program “no MRCI (mercy)” for the brutal techniques it uses to gain compliance from its patients. Project MRCI is a program designed to train the most brutal serial killers, the sickest ones with the highest kill counts before releasing them into society with a full pardon and a promise of no interference by government law enforcement, although action by local law enforcement is to be expected. These are the chronicles of the imprisoned, the insane, and the murderers that are now in the employ of the government. Trained in the use of their weapon of choice and left to their own sick wills. A fair portion of the killers are teens, (teens seemed to have a very difficult time adapting to the savage world, twisting their minds and erasing all value for human life) according to government files a few children have even been used in project MRCI as young as the age of 10 (they even seem to excel at certain aspects of their craft).
The story is based inside the MRCI facility, it’s a very school like atmosphere with elements similar to a prison, although it is actually an abandoned run down mental hospital.

She found millions of files about her father, each growing more and more gruesome, as there were more and more newspaper clippings, each hinting that her father was wanted from the police. She finally found an old looking file, which made it perfectly easy to understand, that her father was a killer. She wouldn't believe this, and got angry. Bio: She was born on the 31st of September in the year 1993, by a young age she was already causing fires and fights, however she didn't begin murdering people until she was 14. This was the year, Julia killed her parents. Though, it was instantly known to be her, as all the evidence pointed to her, it took the police a year to find her, only being able to trace where she by the murders she made along the way. By the time she was caught, she had killed 13 people. She escaped the children's detention centre by killing 3 guards and 2 other inmates.
