I'm sure there's a way to tie it into magic, but if not then a covenant is anyways a promise, maybe we could implement some sort of promise/trust into StormClan'a culture?

Idk if it was woman based? I wasn't there I just know that StormClan was once the Covenant.
Building off of the promise idea I brought up, maybe stormclanners who use/are learning magic take an oath or a promise that is considered sacred and if you break it you'll be punished varying with the severity of how you break it. We could promise that while you're learning it, only use it for practice and such, and when you're approved to be a fully fledged mage or whatnot you promise to not use it for bad, not use it to harm others unless in self defense, etc? Kind of like a warrior code but for magic
