Naraku sniffed a couple times, trying to catch the elusive scent. Smoke! Something was burning in the city, but what? How? Immediately her mind jumped to the possibility of an enemy, but the Rebellion didn't have enemies at this point in time. Apart from the Exiles, of course, but normally they didn't go all-out like this.
The dragon spread her wings, flapping hard to ascend above the rooftops. Black smoke, bright flames. From the look of it, the fire was going strong. She sped up, hovering over the area for a few seconds before spotting Leo. She tucked her wings back, angling into a steep dive that ended with her landing gracelessly before him.
"What's going on here? Who started this fire?" Perhaps her words came out harsh, but it was only worry and fear making them so. Naraku was more concerned about the fire spreading--both buildings were already starting to fall--than about his welfare; Leo's tears were lost entirely to her.

A gift, from the Exiles? Hell no, there was no way that she'd be allowing anyone to taste it. A pity, yes, but the Exiles weren't to be trusted. Surely they knew that any gift of theirs would be tossed out the window... maybe it was actually meant just as a gift. Naraku shook her head, refusing that option immediately. That group had no allies, and they liked it that way, it seemed. No, any gift of theirs had to be rejected. "We'll burn the thing," she decided at last. No way for any poison to get into the water source that way.

Naraku's the leader of the Rebellion of Terminus, so maybe Checkpoint could try to influence her into getting her clan to be against all powers or something? (She has shapeshifting and that's pretty much it, but that's used very rarely, so it's likely he wouldn't instantly know about it.) But when he tries to suck up to her she's like 'what the hell are you doing' bc she kinda hates those kind of people, so maybe that could spark up a rivalry between the Wharf and the Rebellion?

Pretty much anything that would lead to tension between the two to spur plots in the Rebellion since it's not doing so well.

She had no idea if An'ei would recognize the visitor; now that Naraku had settled in she'd basically closed off the angel of death's mind from her own. The femme would've distracted her, driven her crazy even, with all of her commentary and attempts to take over once more. Anyways, in this body Aura wasn't going to recognize her even if they'd met before, so it didn't matter much anyways.
