Accent Explanation ;; [/glow] [Color=black]Decebal's accent is Romanian, and while he can be understood quite easily, it is still distinctive. Pitch of his words differs from a native English speaker's, particularly in inquiries. For example, a question requiring a yes or no answer rises in tone. However, for Decebal, instead his tone falls, though typically only for sentences beginning with an interrogative. Moving along, the 'i's' are pronounced similarly to the one in a British accent, like the vowel in 'ship'. 'Right' becomes 'rit', for example. His 'r' is trilled distinctly and continuously, no matter the location of the consonant, and 'th' is replaced by a 'z' or 's.' Given they do not have a beginning 'w' sound in words, the 'w' is typically replaced by a 'v' (though some variations are found depending on region). Sometimes the letter 'a' tends to be more like the 'e' in 'red' as well, and the 'h' is lighter than the English pronunciation, spoken very lightly, plus the 'u' tends to be long, like 'oo' in 'boot.' When I say vampirism, I don't mean he gets the perks that come with it, like super speed, super strength etc. I mean he can survive off of blood alone, and how he knows this will be explained in his history. Anywho, he also has mild sound mimicry, meaning he can shift his voice for a brief period of time to match whatever sound he chooses to. It isn't extensively and he cannot do it repeatedly unless it is a single word or so. There's also a repercussion of his vampirism, which is the stereotypical thirst folklore vampires are said to experience. He can manage it, but for too long and he won't be so agreeable anymore.

Honestly? Decebal is a pretty nice guy, and while he didn't make it to where he is now without his scars, he hasn't let those wounds influence the way he treats other people. If anything, the physical and emotional injuries brought him wisdom, and that is the reason he doesn't harbor hatred for the people who are prejudice against the mutants like himself. He doesn't agree with their actions, but he recognizes their response as a very human thing to do.
Trusting him isn't hard, or at the very least, liking him isn't; he readily offers support for those he knows and is generally friendly. However, Decebal has times where he is rather erratic, making strange decisions or acting in a manner described as, quite simply, weird. It can be a bit unsettling when he's muttering to himself, or when he has random outbursts at usually inanimate objects that frustrate him.
His sense of humor is present, and no matter how often some people make Dracula jokes, he never truly gets angry, simply pretending so more amusement is provided. Making others laugh and smile is an activity he deems necessary, what with their morose situation and all.
Have a little secret: Decebal is near illiterate, at least with English, and it is something he guards closely, incredibly insecure of the fact that he's supposed to set examples yet cannot read one of their books.

Romania was swept into the whirlwind of World War III mainly because of its proximity to the other countries. Decebal's home city was the capital, so it was the first to go, and he lost his younger sister that day, as in she disappeared. He assumes she is one of the many deceased.
When the government in England intervened and brought him from the rubble of his life, he refused mainly because he didn't believe it was the best way to begin rebuilding. So he lived outside their walls. Decebal discovered his vampirism mutation when he ate raw meat due to an unfortunate case of desperation. Instead of finding it disgusting, the blood was quite satisfying, and when it didn't detriment his health, he did a bit of experimenting to find blood can serve as a source of sustenance.
