There will be a drop down menu, and click "manage rules". Go down to the bottom right and click [Add New Rule]. The name of the rule can be anything you want. When it comes to criteria, click it and choose 'sender name'. Then type in the username of the user you'd like to block. Below it, click on the box below 'actions' and choose 'delete message'. Then click save rule, and you're all done.
