Think about it, if she let it any old cat from anywhere the clan would be in danger from loss of food if the cat can't hunt, betreyal and being seen as week by the other clans for not having 'clan born warriors'. After all the clan is all a clan-cat's got really. Say if it wasn't muddy but a rogue exiled for killing, was happily let into the clan then killed another cat the leader would have to live with that.
