If they are aware, even without talking about it, that you have a desire to include them, it'll go a long way to increasing their inclusion in the group.

To be honest, it sounds like your sister is going to get her dog taken soon. I'm not sure how your parents feel about your sister and Pomchi, but I would suggest that one strategy would be to not walk Pomchi and to leave her in your sister's room - if your sister wants the dog all to herself that badly, then she should be taking care of him and dealing with the consequences of not doing so. (Ex. it's my job, mostly, to walk my family's two dogs, and the dogs know this. Therefore, when I don't take them out when they need to be taken out, they come into my room and make a mess there because they're trying to tell me that they needed to be walked.) However, that would have to be done with your parents' full support and willingness to fight your sister on the matter, because she'll probably get really upset
