The flawed microchips implanted in the pupil's hippocampus' changes the color of their eyes, but only when they are directly exposed to microwaves, which is how the trackers are tracked in the first place.
This is generation 2 (gen.2), the first gen being extremely defective and inaccurate.
This caused the first school-environment rebellion, the students being able to wander the halls untracked.
After most of our story is through, the school's neurologist (brain scientist) discover a new technology (thanks to some studies Robert and Holmes preformed). This new microchip runs off of sonars (like submarines). This is gen. 3. This is what Phoebe was implanted with. This has three defects, however.
1. Subjects memory is altered, leading to memory loss. The chip affects emotions as well. Instead of feeling fear, subject is pumped with adrenaline along with violent tendencies, coupled with a sadist-type personnel.
2. The changes that this chip caused also led to eyesight damage. They had to make sure Phoebe believed her friends were enemies. This led to bloodshot/internally bleeding eyes.
3. Finally, the third gen tracker chip has an auditory fault. Hearing voices triggers total eradication of the preset program, causing short-term memory (twenty-four hours) to come flooding back.
