STEP THREE

uncheck the box by the background (top) layer. now, the bottom layer should be highlighted. then, click the recolor button in the tools box. adjust the brush width to something big enough to easily color the world you have.
STEP FOUR

in the colors box, click the more button. near the top left corner, there should be two diagonal boxes: the top one black, the bottom one white. there should be an arrow connecting the two. click that arrow. then, click the top box and select the color you want your glow to be (i picked light blue). the screenshot shows the result.

take your recolor brush, click and drag along your text, turning it the color you wanted.
STEP SIX

go to effects --> blurs --> gaussian blur. i recommend using a radius of two or three. once you select the radius, click OK.
STEP SEVEN

now, recheck the background (top) layer in the layers box. then, click on the background (bottom) layer again to highlight it. click on the duplicate layer button a few times to strengthen the glow.
STEP EIGHT

lastly, go to image --> flatten. this will merge all your layers so your banner can be saved as a .png file.*
annnnd here's the finished product!

* a note about saving: .pdn files (the default file paint.net will save it is) is NOT compatible with uploading services like tinypic or imageshack. in addition, saving as other file types besides .png will get rid of your transparent background, making the background white. therefore, saving your banner as a .png file is your best bet.
