I'm not sure, last I checked the rule is six months activity with a certain amount of posts. But since Wynn stepped down I am not sure if the rules have changed or not. Especially since there is a badge maker now.

Looks: Picture above, she is the size of a fifteen year old though.
Parent: Tobi/Madara, mother unknown.

History: Well her mother raised her, not Tobi/Madara which is the reason she only recently joined the Akatsuki. However her mother did tell Takashi about her father as a little girl. So joining the Akatsuki everyone knows she's an Uchiha member but no one knows who her father is. Tobi, Itachi or even Sasuke is a possibility but Takashi never answers. As a little girl, at the age of six, her life was completely and utterly destroyed. Sort of relating to Sasuke in that way. The Konoha ninja deemed her special for learning the two wheel Sharigan at such a young age and was wanted by them so they could find the source of her skill. Eventually, during the year she was six, someone had kidnapped her and killed her mother. This is the start of her cold and emotional behavior, not everyone watches a parental figure being murdered at quite a young age. Back at Konoha they began to run series of tests on her, which put her in even deeper into the cold, emotionless behavior she had adapted. They held her as an experiment but treated her like another prison. She's quite strong though but she hates being touched and this can easily throw off her focus. Takashi also doesn't talk much and has only recently escaped Konoha last year.

As for a note, the reason she looks and is as tall as a fifteen year old is because on of the tests ran on her caused her to become an immortal without the Konoha staff noticing. They never noticed a difference in her aging at all.
