Lightpaths.
Glowing text.
Gradient text.
Text banner.
Gradient picture.Panels usually aren't made on Gimp, actually.

Sure! First get a picture { Duh. }
And create a new layer ^.^ -
Alright. Got the new layer?
Now, go to the paths. { You know where that is...? Right? }

Okay, now make a path around the object or cat or person, ect.
Can you give me a screen shot of the path once you make it?

Well, It depends on what computer you have. You could look up how to do a screen shot on the type of computer you have, that'd help.

Now go Stroke Path and just ignore everything else and click stroke.
The line should turn black now. Go to erase and erase the bits and pieces you don't want, so it looks like its wrapping around the picture.

Perfect.
Now go to filters>>
Alpha to logo { Should be the second to last in the bar. }
Neon { Second to last in the Alpha to logo bar. }{

Now Script-Fu neon should pop up. Ignore the background color and choose your glow color.
After that, click OK.
The layer should turn black, but just to layers>>Delete layer>>
And babam, you got a lightpath.

Get a picture. You can use the one you did with the lightpaths, but I suggest using another one. Then go to text and add your text~ Make sure its white.
