Well.. They will most likely ask you through OOC (Out of Character) and you can just accept that way. Then you just roleplay as mates.

Your cat may meet them through IC (In-character) and just become mates that way, but more commonly you go to the Find-A-Mate Board and request a mate. If you like someone else's cat and want their cat to mate with yours, just say something to the effect of, "Hey, I think your cat would be perfect for mine! What do you think?" and include info on your cat.

Yes she did.^^ To sum it up, if your cat is interested in a cat and want them to be mates, you can ask the role-player of that cat about it.
