    If I remember correctly (its been a long time since I last read the books lol) the only time a cat saw StarClan mostly was the leaders or medicine cats, but in the case of a near-death experience, or seeing a loved one, etc, then yeah...no one person can control StarClan so any cat can see them xD

    Confirming that yes, any cat can see StarClan in their dreams! It's more common for the ancestors to come to a medicine cat or leader, but you can absolutely have your cat interact with StarClan for plots! c:
