    on the border of the cartel will sit an odd little ghastly ball of light, a wisp, sparkling in hues of reds and protecting a note from the nefarious weather until someone approaches. the spectre will take its leave after giving the piece of parchment up, which will say the following in a clumsy scrawl;

    and then the time and date have been written out in a much smaller, nicer penmanship.

    It seemed like the Godfather where the first one to approach the bird how fly away the second he had appeared by the letter. Liftening it up read the letter a bit suprised that the cartel had got invited to something that had never happend in the cartel whole history. Seemed like the wind was turning for them. Personally he was not interested in any sort of parties or events but it might be a good thing to get over there and show his face since clearly the cartel and the sanctuary needed to work on thier relationship with each other. Beside it was an olympic game which meant fighting where going to happend between others, right?. Well this was something he needed to announce to the rest of the thugs.

    "What is it?" The Underboss asked as he approached the border, his ears pricked and his eyes peering at what looked like a floating orb. Something was inside of it, but he figured that he'd ask Sollux if he knew what it was before attempting to inspect it himself. Lucky had never really attended any ally events before, considering that nobody really invited them to.. anything. He wasn't sure if he necessarily liked them, but hey, if there was wine included then he'd be just fine.
