My guy is going to be immigrated since it would be more fitting that he gets the worst jobs and is treated worse.
Muse A is the daughter of the man behind the largest and fastest growing steel company in the United States. Muse B isn't anything special and spends his time either struggling to find somewhere to stay, drinking, or working. By chance encounter(we didn't get there) the two quickly learn they share common interests. Muse A is adamant that they keep their friendship a secret. As they begin to grow closer and their meetings become more frequent, both are forced to live with even rougher conditions. Muse A is expected to follow her father's plans to ensure that his company lasts long past himself and Muse B is pushed and pushed to his breaking point.
Is this what we have so far?

Yeah, that's what we have so far. So how would you want them to meet? Maybe it's closing time at the factory and muse a is coming over to spend time with her father and the two bump into each other quite literally and both muses end up on the floor so they help each other up and then introduce themselves. Then muse a's father comes out and makes a passing comment about she's his daughter and she should stay away from him.
Also where is your character going to be from since he's an immigrant.

I was thinking like Wales? English speaking. It would be Wales or north (almost Scotish border) England. Probably Wales though

Both work. If we do the street one though maybe after they part ways she bumps into her dad and he warns her to keep her distance from him
And Wales does make sense so yeah.
You could also consider the Irish since they faced some persecution -

Name: Matilda Mallard
Age: 17 (I can change that if you want)
Appearance: Matilda is almost the spitting image of her mother. She has pale skin, her mother's blue green eyes, mousy brown hair that she usually keeps tied back in a braid and freckles decorate her body
Personality: a first she's a little awkward when she first meet her, but once you get to know her she can very talkative, excited and even mischievous. She cares about those close to her, but has a hard time picking between making her father happy verses her own happiness
Family:
father- Francis Mallard, owner of Mallard steel inc.
Mother- Florence Mallard (used to be Florence Sommers) was a common house wife, but has recently died of a terrible fever
Brother- Zachary Mallard, Matilda's 3 year old brother (won't appear much)
Aunt- Marjorie Sommers, sister of Florence. Lives with the family to help raise ZacharyOoc: this good?

Age: 19
Appearance: James is a blend of both of his parents. His hair is a short curly black that stops just above his eyes. His eyes are a glowing icy blue-grey that compliment the pale rain-touched skin.
Personality: He's stubborn and strong willed, but a silent sufferer. His nature is very internal which makes him appear cold. Being a calculated person, social situations are hard for him to jump into without being comfortable.

Father-Conner Moore-mostly works a farm

Ic: Matilda was heading home from school clutching a few books in her arms close to her chest. She had been walking down the industrial part of the city, mainly the factories because she wanted to check in on her father. By this time, they would be nearing the end of the work day so she knew she wasn't going to interrupt too much of his work. Through while she was distracted by her thoughts, she ended up crashing into one of the workers walking out of the factory and falling on the ground with her books scattered about. She looked up the stranger she had crashed into noticing that she hadn't seen him before. "I-I'm so sorry" she apologized quickly gathering her things.

James knew enough to get out while he good. He had only been in the states for about half a year now, but he knew. What he got was barely enough. Sweat and black dust still coated his face where the sleeve of his shirt refused to remove. His distrust of the bank was a prominent thing. So that only aided the haste to get out of here. He was in such a rush that he completely ignored the surroundings and barely registered that he ran into something. Mentally an apology came out, but verbally he was silent. As quick as he could, he tried his best to help her with what he could. "Yeah sorry about that."

Matilda finished up gathering her things and looked up at the young man. Judging from his appearance she could guess that he was one of the workers from her father's factory from the black dust coating his arms where his sleeves stopped. "I don't think I've seen you around here. Are you one of the new workers?" she asked

He looked with almost a panicked look on his face. "Look I." James' accent popped out just more than usual. "Just a couple of months." He continued dropping the previous thought. Clearly she wasn't a worker. Books. So she was a student. He handed up another book and looked back towards the large brick building before back to the sidewalk.

Matilda nodded and giggled a little at his accent. She thought it was cute. She took the last he handed her. It was one of her textbooks that she needed for the next day and gave him a grateful smile for the help. "So what do you think of the work?" she asked
