[fancypost bgcolor=; border: none; max-height:200px; overflow:auto; font-family:andale modo; font-size:8pt; color:black; text-align:justify; margin-top:-4px; line-height:12px;]welcome to chitra, the biggest remaining civilisation on earth. with the rise of the most recent commander, the megacity recently entered it's twenty first epoch, marking it as the longest period of time any of the major civilisations have gone without a single sign of mutiny. the city's founders are the ones to thank for this feat. it was they who came to the realisation that the causes of war were easily eliminated- without emotions such as hatred and fear, and with the proper education, these struggles could be put in the past.
it has been 426 years since then, and over time, we have perfected the means of abolishing these negativities. while at first the community was held together by simple interpersonal bonds, it was soon realised that these would not suffice, and thus the following regulations were begun and updated by the commander and his overseers as seen fit.
[list type=decimal][li]any and all suspected criminal activity can and will result in execution, whether it be jail time, expulsion from the city, or at worst, death. criminal activities are defined as anything that brings harm to another person, whether that be emotional or physical harm. [/li]
[li]there will be no unauthorised organisations.
a. authorised organisations must provide and be able to continue to provide something society deems essential. should they fail to do so, or should society change what is believed to be essential, organisations are subject to disbandment.
b. should any meeting of people be regular or otherwise reminiscent of an organisation, authorities are expected to investigate, and any to all participants may be brought under the law. [/li]
[li]no organisations should have largely differing pay amounts among their employees.
a. should any citizen notice any extreme pay differences between different positions, they are obligated to report it to the proper authorities.[/li]
[li]citizens should keep their activities varied, and must participate in a minimum of eight hours of community service a week.
a. all citizens should register their daily schedule at least a week ahead of time to get it approved. those who do not are subject to having their day scheduled for them. should more than four of these incidences occur within a span of three months, a citizen above the age of eighteen may be brought under the law. should that citizen still be a minor above the age of twelve, then their caretakers may be subject to punishment instead.
b. if a citizen's schedule is denied for any reason, they will have a day to visit a consultant in order to make any necessary changes.
c. if a citizen above the age of eighteen does not currently hold a job, the government is expected to place them in a position that fits their profile.[/li]
[li]citizens' welfare must be kept at it's prime at all times. as such, they are required to visit a consultant at least twice a month, and may be excused from any of their daily activities if they wish to see a consultant for any reason.
a. any citizen who is found to not have an ideal mental or physical state may be subject to hospitalisation until the problem is resolved.
b. citizens who refuse to attend counseling may be subject to the implantation of a device to track their emotional and physical state.
c. any citizen who is repeatedly found to have mental difficulties may be subject to either permanent hospitalisation or to be brought under the law.
b. any citizen diagnosed with an extreme health condition may subject to be transferred into a pre-built cyborg, unless they should have a logical reason to deny this treatment.[/li]
[li]all citizens, regardless of profile, should be considered equal below the law.
a. exceptions to this rule are those citizens who possess critical jobs that may necessitate an activity otherwise considered as criminal.[/li]
[li]no media outlets should exist besides those run by the government.[/li]

a. the government may authorise ownership if it is necessary to the citizens' health or if the citizen is a part of the government's media system.[/li]

[fancypost bgcolor=; border: none; max-height:200px; font-family:andale modo; font-size:8pt; color:black; text-align:justify; line-height:12px; overflow:auto;]chitra's government is split into three major branches. first is the public authority branch. this branch consists of the commander- the truest representative of chitra, only he can make a change to the way something is run without consent from the citizens, and this is because his profile shows that he is everything the current generation looks for in a leader. in addition to the profile check, the commander must have a 90% approval rating from the citizens- in all cases so far, however, no elected commander has had less than a 98%. below the commander is a counsel of people known as the overseers. they may suggest new laws to the commander and the people. so long as the commander approves and the people have less than 10% disapproval, the law immediately goes into effect. if the commander agrees and the people have less than 40% disapproval, a majority vote among them may still put the law into place.
the second branch consists of the private authority branch. while not necessarily completely hidden from public view, those that work in this branch are what keep the public safe. it is these members who have a more direct contact with the public. they are the law enforcement, and they are also in charge of overseeing citizen schedules and health. the third branch is the public media branch.
in chitra, media is an essential part of maintaining an emotionally healthy community. as a result, there is only one media outlet, and it is our government that runs it. members of this branch are in charge of the media displayed to the citizens, and they are also in charge of the creation and regulation of bots. the government only allows citizens with a very specific profile to work in the outlet, and even then, it isn't them that participate in what the audience sees. chitra's ideals are very difficult for a human to portray properly, even if they are in fact the ideal citizen- instead, bots are made and programmed to be able to perfectly represent everything chitra stands for. they are a role model for every citizen, and even beyond that, their programming allows them to lead a typical life within the city, making them seem even more human to their audience.
because of the perfect examples presented to the population of chitra, it is incredibly rare that any citizen remains unregistered in the government's system, and over the years citizens have become more and more amiable to the current structure. certainly, citizens of chitra have admittedly became less emotional than in previous epochs, but we of the city tend to look at this in a positive light- sometimes, sad is it is, even favourable feelings can lead to mutiny. since chitra's registered population of citizens has shown to be agreeable to this statement, the government has decided that this change is for the better, and has nothing to deter it- so long as our citizens are happy, we are happy.
unfortunately, it seems not all have taken well to this policy. in the years since the beginning of the twenty first epoch, it appears that there have been more than half a dozen cases of unregistered citizens- an event that has no precedent here in chitra- and there have even been rumours of revolting against the government. of course we can promise our citizens that even if a revolt should occur, those involved would be severely punished. the rumours, however, are completely unfounded- as aforementioned, over 90% of our citizens are perfectly happy with the way the government is running things, and besides the sudden rise in unregistered citizens, there has been no recorded criminal activity in several decades.
we can absolutely promise those concerned that those unregistered will be apprehended quickly- there is no need to worry.

unbeknownst to even the most well informed of citizens, however, there is one place that the government's eye doesn't reach. beneath the city is an underground sector. although once an essential part of city life- it's many entrances made it ideal for evacuation in case of an emergency, and was an important storage area for the government- it has long since been forgotten and abandoned by all except those highest on the ladder, or lowest on it. because it has fallen into disrepair over the years, it is difficult to navigate and can even be dangerous to those who don't know it well.
it is here that the unregistered citizens have taken shelter for many an eon. the public authority branch of the government knows this, has known it, for as long as it has occurred, but has hidden it from the public eye for reasons that remain to be seen.
thanks to the sudden increase of sightings of unregistered, however, the government is now being forced to take action. their lack of knowledge, however, means that it could be dangerous to send in regular law enforcement. the solution? media bots- although their programming reflects that of an ideal citizen, they have the means to defend themselves, and their programming is self sufficient, meaning that it can adapt itself when the situation calls for it.
to truly get rid of them, however, the government is taking more extreme measures that just sending bots into the underground. in addition, they are sealing all entrances to the sector that they know of, essentially trapping both groups until the situation is taken care of.

| - an old model that, until recently, was the protagonist of a popular children's show. as a result they are programmed to act very playful and enthusiastic. name / gender / rper the host bot - one of the newest models, they were once the host of a news program. as a result they are programmed to be very calm and easy going. rhys sterling / male / syzygy the military bot - still in a prototype stage, this bot is designed to be able to handle military situations of all kinds. they are programmed to be serious and a bit strict, and have awesome survival skills- they may be slightly glitchy, however. ares chevalier / male / hi chooo things to remember - although these characters appear to have some personality, they are- for the time being- completely on the government's side. their programming to start with only allows them to 'feel' what matches what the roles they play in the media might feel, although as aforementioned, their programming is really it's own intelligence, and thus can rewrite itself how it sees fit. [fancypost bgcolor=; border: none; max-height:100px; width:225px; font-family:andale modo; font-size:8pt; color:black; text-align:justify; line-height:12px; overflow:auto;] the veteran - the last member of a long line of unregistered citizens. they know their way around more criminal activities and are at this point an expert in surviving anything. although admittedly hardened by their way of life, they are likely the most emotional in the group. atreus mallory / male / 26 / ressy aka me the citizen - once a perfect example of the ideal citizen in chitra, they abandoned the city after watching a family member who had suffered extreme mental health problems be put down. although often appearing emotionless, they are occasionally prone to showing a small variety of feelings. tyler young / male / 23 / alice the official - previously a high ranking member of the government who was actually a member of the rumoured rebellion, they barely escaped with their lives after being exposed. despite their hatred for the government, however, they are still a bit spoiled and full of themselves. name / gender / age / rper things to keep in mind - although more emotional than the majority of the city's population, the unregistered are used to being solitary and taking care of themselves, and likely have trouble dealing with some emotions, especially those that pertain to others. • i highly recommend listening to the song 'the sound of silence' (my preferred version is by disturbed) before making your form- it's what i based this thread off of, and it's also a really interesting song to think about. it essentially discusses how in modern times, people are communicating with each other less and instead turning to the media for everything, but i won't get into that too much xp
• this thread is likely to have some conflict in it, as well as some more mature themes, but i doubt anything terribly violent will happen.
