-Conjuration would not work because you cannot conjure metals. You'd have to get elemental powers for that.
-Seeing as rinkaku kagune is a ghoul's organ, it would be best to buy a bunch of mutations depending on how many "tentacles" there are. For four tentacles, you'd have to buy four mutations and attach them to the lower back of your character.
-As for conjuring them at will, you could do that by the shapeshifting/multiple possessions ability and have your character simply switch bodies (so in battle or something, your character could switch from their normal one to the one with the tentacles). It doesn't seem that there is any way to just conjure up working rinkaku kagune.
-For the look of the tentacles, you could just use colored tears/blood/spit (as mentioned before) and perhaps elemental pelt for more pizzazz n___n
-When it comes to having them become harder at will, I'm lost. There's probably some way to do it with armor, but I'm not sure.
