This is a private thread with me and Serenity Owl. If you would like to track, then do so, but please try not to make the tracks excessive.
In a world so much like our own, lived people so much like you and me. Except there was one or two differences.
Each individual had special abilities. Not all of them were huge, like super strength or flight, but some were.
The citizens were ranked based on their abilities. The higher you were ranked, the more dangerous you were. The rankings go from 1-10. The lower you were ranked, the better. You could get a job, live an almost normal life. If you're ranked high, you could be hunted constantly, depending on what number you ranked.
The High Council (leaders of their society) wished for all people that posed a threat to their rein be cut down. Their own powers were only ranked from 1-3, non-lethal abilities.
They had elite guards, the only people aloud the have powers above the rank of 6, that hunted down those with high rankings.
No one is safe from the High Council.
1-The best ranking to have. If this is your ranking, that means you pose no threat and can have as normal a life as possible. Abilities include one of their five senses being slightly enhanced, and being able to change the colour of their eyes.
2-You can barely tell the difference between ranking 1 and 2, so this ranking is still the best one to have. Abilities include one or two of their five senses being slightly enhanced, and possibly being able to change the colour of every part on their body.
3-The only difference between rank 3, and rank 1-2 is that you are kept track of. Though your whereabouts and activities are only tracked once a month, it is still slightly annoying. Abilities include having every one of your senses slight enhanced, and having extreme acrobatic skills.
4-Now is when your kept track of every other week. You find it harder to get jobs, and even harder to live a normal life. Abilities include being able to grow your finger nails nice and long.
5-You're kept track of every week, on the same day, at the same time. It gets really old really fast, but that's life. Abilities include morphing a part of your body into something else.
6-Now the High Council is keeping track of you every day, spot on. No day is missed, for fear that you may take your advantage and attack them. Abilities include being able to enter and walk in someone's dreams, and being able to hear the exact thought that someone is having at that exact moment.
7-This is when guards are trailing you all the time. Its like having body guards, only they do nothing to protect you. Abilities include being able to see a few years back into a someone's past, and being able to breath fire.
8-Your barely let out of your house at this stage. You can go buy food and drink, but that's it. Unless, of course, the High Council or someone else of almost as great importance summons you. Abilities include controlling fire to extent, and simply reading minds.
9-If the guards can catch you, you're thrown into the dungeons. No excuse. You'll be put on trial, and depending on whether or not the High Council likes you or not, you will either be put to work, killed, or used as amusement. Abilities include control over the weather, and complete telepathy.
10-Now there's no thinking on it; you're just killed on the spot. You become a wanted criminal at this stage. If anyone is found harbouring you, they are put on trial. Abilities include telekinesis, control over all the elements, possession, and possibly more than one rank 8 or 9 ability. If you are an extremely dangerous rank 10, you'd have more than one rank 10 ability.
