Well, it's only an art if the coders are deliberately focusing on visual appeal, like we here on FeralFront (gosh I forgot we changed names. XD). But most of the time, CSS is deliberately for visual appeal, or the Internet would look really bland, so yeah, I guess it is an art. XD
