Some weird magical/genetic/who knows what the heck is changing various children, and yes, the only cases of this we know about this are specifically children aging from 9 to 18. They only have one power, and this power, although it can be used in creative ways, cannot be changed or warped.

-There are several organised attempts to recruit and study these children, the foremost being the government sponsored group, Artemis. However, the billionare Max Egeus is also rumored to be recruiting 'Supers' for his unknown purposes. And then there are those who are simply trying to scrape by. Not get affiliated with anyone. Some choose a life of crime. Others are inspired by the comic books and movies, and become vigilantes. To the police, they're a menace. To the press, they're a gold mine. But to me..
I call them Heroes.
So, the general idea of all this is that there are several different groups of heroes, here in Seattle.
The Vigil:
Vigilantes. Supers who'd rather wear a mask and fight crime then join up with another group who only wants to test on them. Some know each other. Some don't. For the most part, they've formed a sort of coalition of Supers called the Vigil. They are despised by Artemis, Egeus treats them with a grudging respect, and the Heretics hate them vehemently.
Egeus:
The multi-millionare Max Egeus has been known to be recruiting Supers for his various purposes. It's not actually as villanous as it sounds. Egeus is 'collecting' Supers, and while he does run tests on them, he is genuinely worried that whatever is causing Super's powers will eventually lead to a mental breakdown. They are instead similar to Xavier's, in the X-Men. Very much loathed by both the Vigil and the Heretics, who think said tests are taking advantage of the Supers. Artemis, however, is willing to, and has, work with them.
The Heretics:
Even the Vigil has an opposite. Another group of Supers who have refused sanctuary with Egeus or Artemis, instead choosing to act as if they were normal. Of course, humanity fears what it does not understand. Within months, these kids were being harrassed at school, on the streets, and by the church. Finally having had enough of this injustice, they created another faction, and called themselves the Heretics. Eventually, said group sort of merged with a criminal group of Supers, and that's when things really got crazy. They started attacking churches, and pretty much anyone who laughs at a Super. Now, it is almost impossible to seperate the noble intentions from the criminal organization they have created.

Artemis:
The ghosts. For almost a decade, no one was sure if Artemis was even real. Rumors were circling around that the US government had created a top-secret organization whose only mission was to find, recruit, study, and train young Supers. It was only last May when they revealed themselves.
The Hunters. Now they track down Supers, good or evil, or even those who don't give a (censored) about this whole thing. They give them one chance. Join Artemis. Or be branded a criminal. Artemis is highly militarized, similar to SHIELD or Project Sentinel. (The only difference between Artemis and Sentinel is that Artemis consists mostly of Supers.)
Unaligned:
Not every Super wants a part in this collassal struggle. Many just want a normal life without any trouble. But sometimes the trouble finds them.
