I think it's just a matter of activity, friendliness and what you can offer for the site - like art, roleplaying help, graphics etc.You could be the nicest person in the world but if you don't give anything, be it help or art, and just roleplay, then you wouldn't get far.

yeah, it also depends on your personality and how 'out there' you put yourself. if you post in only rp you might find a few friends but you get so much more if you post in help den threads or ooc threads etc

Everyone has their own niche. For example, China is known because they have a ridiculous amount of posts, a number no one comes close to. However, I'll tell you that the Help Den is they way to go to get your name out there. I would 90% of the site's 'popular' members post here, because this is probably the site's main community board.
Now, I don't personally know who Tiare is, but the other two I've seen here multiple times, before they were promoted. With that, you usually notice them in other boards, because you end up with a confirmation bias. That's how a lot of people end with HPs when maybe others don't as often. Everytime you see them, you confirm to yourself that they are everywhere and active, even if the other members are just as active, but they don't bother with OOc stuff. You'll see that happening a lot, but it's not really a bad thing, per se. That isn't the only way to get HPs, not at all, but that's why you'll see it be so common for people to just end up with more and more.
I just use HPs as an example though, there are lots of different reasons for people to become well known.
But honestly, it really doesn't mean much. All these people are great, but this site is a lot bigger than people think it is. Who's popular to you may not be the same as me, because we surround ourselves with different communities and confirm based on that. :) I wouldn't worry about it.

!! is ooc counted if you are on your frontboard clan's ooc board often? i post 200 - 300 posts a day with my bloodclanner jinx and 3/10 of it is on ooc boards

It all depends, really. For me, I don't ever roleplay, so I don't look in the clans OOC boards. However, if you do, you'll see the same people and they'll see you. Then, say, they see this post here; now they've seen you in two places. Even if you only post five times a day, if they see three of those, they're just confirming to themselves that you're an active, popular member because they see you so often.
However, it's all about how people even take note of you in those first posts you make that get the ball rolling, and that's quality vs quantity.
People that post a lot and in multiple places tend to get noticed, but in can take more time because they blend into the masses. Nothing's really notable, and you're relying on the other person to also be putting in the same activity as you to see you everyday and pin you as a 'regular' of whatever thread you two are on.
In quality, it's what you post and what kind of audience you attract. Taking Doodlestar as an example, he was a very funny dude, so when he would post, it'd get people laughing and looking at his name. That's less posts, but's it's obviously more work and does rely to an extent on who you are. With that, you get his drawings, that people notice are amazing, and you just get it building upon itself. People who are skilled artists and roleplayers fall under here.
People aren't wrong when saying that being a good artist makes you popular, or being helpful, or whatever. However, you can keep breaking it down pretty easily. In case you're wondering, Help Den posters fall under quantity.

i'm sorry but i don'te understand whta you eman :cbut people have told me my art is good, but my arts hop has fallen inactive and i can't draw anymore, for some reasons that would be hard to explain.
but is the character has a good, strong attitude point and less posts, they are still rising to the top?
i post short yet frequesnt posts and after two days, my character got promoted. my guess is that you mean everyone has to find their own way up? -
Help Den posters fall under quantity because they get popular by posting a lot. It's not so much quality, because a good answer is only really noticed by a few people and get gets swept away from the amount of threads that come through this board. So, people that become well known through the Help Den post in many threads.
But yea, some people are more comfortable posting lots of posts, and other spent hours writing one for quality. A character with a good attitude can definitely stand out, for sure. They get noticed because the quality of their posts are so high and people just want to read more.
As for you getting promoted, things like that happen. Hydra was promoted in SkullClan years ago after being in one thread. I mean, if someone saw you posting a lot in those days, they may of not even noticed that your character wasn't there before.
But hey, there's definitely no clear-cut way. However, there are definitely patterns.

what was he like -
He was a low-functioning psychopath. He wasn't particularly charming but was extremely conceited. He had a lot of schemes but most were fairly stupid, and in that thread in particular he pretended to know all of the herbs when he really didn't. He wound up being the founder of BoneClan, but I find it's the little things. :)
