No not technically, you see it was said that they were split up by the villages so that one wouldn't have too much power, so just like another village can implant a special eye from another village the Jinchurikis are selected within the society by who fits the bill the most, Naruto had the Jinchuriki cause his father wanted him to be safe, but the power would mostly be decreased as the Jinchuriki wouldn't have as much compatibility with the tailed beast, plus I'm not going to be in a village, gonna be a loner so it won't affect the villages as much cept them coming to kill me to get the tailed beast
