A big problem. Super powered human beings were attacking innocent civilians. The government couldn't let this go on, so they sent out a special team to stop the death toll from rising. Eventually, the crimes stopped, but there was one problem. How could they keep something like this from happening again. That's how the SS Act was created.
The Sleeping Supers, or the SS Act allowed any super powered human under the age of eighteen to be put into a medically induced coma and then moved to a containment facility where they slept away the rest of their lives. It worked fantastically for ten years. But in the last week signs of awakening have been popping up all over the facility, fluttering eyelids, hand twitches, sleep murmurs. Needless to say, the government is extremely worried. If hundreds of contained supers suddenly wake, especially ones who don't know how to control themselves or their powers... Well the results could be catastrophic.
