I want to know how to create borders with an overlay... kinda like a low opacity.
Does anyone know what I'm talking about?
I've looked it up and attempted all I can, but I could not figure it out.
If you can help me, I own MS Paint and Adobe Photoshop CS 8.0.

Just go to http://www.pixlr.com and then click Express then go to borders, then when you choose it, go to the thing next to it. The 'Amount' thing.
