As far as the main game is concerned, you can always create bios for your characters here. They no longer need to be accepted by staff and in that way you can keep track of your charries and think of them as officially signed-up.
As for fan-clans and other RPs unrelated to the main game, well it depends on the creator of the clan/RP you want to apply to. Some people will require you to fill in sign-up forms that they need to review and accept before your character can become an active part of their story.
