Yeah, Ashy's right. As pups, they would only be able to control their elements later; Maybe as learners. Also, I think they could talk. I think it's that unlike humans, wolves and cats can speak as soon as they open their eyes. (Also you can rp a pup. There is a male pup left, then the smallest one, a female.)
